PSF Specific Support to Cyprus

Recommendations on the use of publicly funded laboratories by the business community

The purpose of the PSF Specific Support to Cyprus was to provide tailored advice and concrete recommendations to the Cyprus authorities for the development of a policy framework and procedures that lift regulatory barriers and provide incentives to optimise the use of publicly funded laboratories by the business community. The recommendations are to be used by the Cyprus authorities as a basis for the development of an action plan.

The PSF Specific Support thus helped to design an overall policy framework for promoting the optimal use of the laboratories of the government-funded organisations by the business community. The recommendations addressed the following issues:

  • Actions to be undertaken by the Cyprus authorities in order to encourage and incentivise the collaboration
  • Legal and regulatory changes that are to be made
  • How the Cyprus authorities can help the laboratories organise and simplify the access to and use of their services, notably with regards to procedures as well as to technical, contractual and costing aspects • Optimization of the accreditation system for laboratories
  • Role to be allocated to the existing Technology Transfer Offices
  • Addressing possible competition issues between the government-funded infrastructures and the private companies, which also provide those types of services

The delegated ZSI expert Bruno Lindorfer was involved in all the project phases: starting with the kick-off meeting, inception report and country visits as well as dissemination activities.

The services provided by the expert were:

  • Critical peer review of the existing research infrastructure system in Cyprus
  • Establishment of a status quo report
  • Development of strategic approaches to update the system
  • Policy Recommendations
