Support provided to the Austrian Development Cooperation in preparing tender documents and in providing assistance during the tender procedure.

ZSI was commissioned to assist ADA (Austrian Development Agency) in preparing the tender documents for the project "Aligning Education with Labour Market Needs (Kosovo)". This included input to the drafting of the notification, the application documents, the tender document including the Terms of Reference and the assessment criteria and assessment template. Moreover, input was provided in answering the questions of bidders and in assessing the offers.

According to the Financing Agreement concluded between the Government of Kosovo and the European Union concerning the National Programme for IPA 2012, the project “Aligning Education with Labour Market Needs” will be implemented through Indirect Management (previously Indirect Centralised Management) by the Austrian Development Agency. The project was financed through an IPA and ADA contribution.

The tender procedure was successfully closed in January 2015 and the project started in early 2015.

The overall objective of the project ”Aligning Education with Labour Market Needs (Kosovo)” was to strengthen the quality and relevance of education programmes and the link between education and the labour market as a precondition for employability and economic development.

The specific objectives were:

• to strengthen the link between Higher Education (HE) and labour market needs through the development, modernisation and quality reform of HE programmes to meet labour market needs;
• to ensure that the Qualifications Framework of Kosovo is successfully implemented with validated qualifications offered by accredited institutions at levels 1 – 5 of the framework and linked to the European Qualification Framework;
• and to improve the quality of practical and applied teaching and learning in education.
