RARS is a government institution established in 2004 according to the Law on SMEs Development Support.

RARS is a government institution established in 2004 according to the Law on SMEs Development Support. RARS provides support to the establishment and development of SMEs and entrepreneurship in the Republic of Srpska and generates a whole support system of SMEs. RARS main activities are: technical support for start-ups and SMEs, support to business infrastructure development, support to local economic development, analysis of SME sector and strategic planning and regional and international cooperation. RARS has a very important role in the education and promotion of entrepreneurship in Republic of Srpska. Since its establishment RARS has provided technical support for start-ups and SMEs through different programs including trainings and consultancy. In the previous period several projects have been implemented to promote entrepreneurial culture among young people and support them to develop their business ideas such as: project PANORAMA, TV show “Our business”, coordination of Global week of Entrepreneurship for Bosnia and Herzegovina, Start up Weekend etc. RARS also implements voucher scheme to provide consultancy support to SMEs in the process of their growth and development. From 2017 RARS will be actively engaged in project „Establishment and promotion of mentoring service for SMEs in the Western Balkans (PHASE 2)” supported by the Japan International Cooperation Agency (JICA). Development of the second chance entrepreneurship is defined in the strategic documents related to the SMEs development in Republic of Srpska and RARS is recognized as the key institution in this field.
