Beyond or Despite Political Borders: Science Diplomacy and the Construction of Europe

Alexander Degelsegger (ZSI) speaks at the AAAS meeting in Washington presenting the ZSI ordinated project "S4D4C" in a session co-organised by the Research Executive Agency and several Horizon 2020 funded projects. The session examines the roles played by science diplomacy, its institutions, and its past and present practitioners in the dynamic interplay of borders characteristic of the European Union (EU). Using archival and interview data, an interdisciplinary panel addresses the following hypotheses: science diplomacy is a constituent element of European construction; science diplomacy allows European states to interact collectively beyond their borders, and science diplomacy enables the EU to better assert itself in its external relations.

Since long before post-World War II unification, science diplomacy has been a force in bridging political borders and building common spaces for European scientists. The session shows how science diplomacy has allowed member states and EU institutions to carry European values jointly into global or regional dialogues. As a diplomatic corps is created at the European level today, this session highlights the new challenges to internal and external borders and reveals the new balances to be sought among states.
