Selection and evaluation of projects in the framework of the East-Cooperation of Austria in CEEC

Framework contract to support cooperation with Central and Eastern European Countries

In October 1996, a framework agreement was concluded between the Austrian Federal Chancellery (BKA) and the ZSI with the following focus: On behalf of the BKA or since the change of responsibility in 2000, the ZSI examines project proposals from the subject areas on behalf of the Federal Ministry for Foreign Affairs (BMaA) "Education" and "Work and Social Affairs" submitted by actors from central and eastern European countries to the BMaA in the context of development cooperation with the east.

The central activities of the ZSI included:

  •     Identification of projects and support in project initiation
  •     In the case of a positive assessment of the application, the public call for tenders is handled by the ZSI
  •     After the best bid recommendation and project assignment, an accompanying project monitoring takes place


The framework contract was taken over by 1.1.2004 by the Austrian Development Agency (ADA). The individual projects, for which the ZSI did the monitoring on behalf of the ADA, are therefore listed separately.
