This deliverable describes the legal and political frameworks as well as socio-economic issues and barriers influencing the Accessibility of Lifelong Learning (ALL). The countries covered are Austria, Greece, Italy, Spain and the United Kingdom. Related political and legal frameworks in Australia, Canada and the USA may serve as best-practice.
