WEB-Democracy

WEB-democracy project will initially map existing e-Democracy and e-Participation activities in the region and assess them with regard to relevant context factors, measurable results, potential problems, critical success factors and general application potential. As e-Government cannot afford to ignore traditional democratic institutions or neglect the process of their structural and cultural modernisation, in a next step, the overall situation of democratisation and participation will be assessed in parallel with the IT infrastructure of the countries in question.

Together, these findings will provide the input to conduct a customised e-Democracy Potentiality Study for each Western Balkan country, taking into account its specificities (legal, cultural, regulatory and economic environment).


WEB-Democracy will investigate best practices in e-Democracy and e-Participation in Europe and beyond and their transfer potential, which will be presented to stakeholders such as national decision makers, international donors (EC, World Bank, GTZ, UNDP, USAid, Stability Pact etc.), NGOs implementing democratisation and e-Government projects, representatives of political parties in a series of workshops, discussing potential solutions to common problems using innovative, secure and open ICT.

The main output of the project will be the development of a roadmap for the implementation of e-Democracy in the Western Balkan countries, providing suggestions as input for a future research agenda addressing topics such as co-operation in key areas and developing capacities and infrastructure.


The WEB-Democracy consortium mobilises the best resources to fulfil the objectives of this project by bringing together stakeholders from all the Western Balkan countries working on the development of democratic procedures, promoting the active participation of citizens and the collaboration between different ethnicities and assisting them in creating a common roadmap for the development of e-Democracy.
