The aim of the project is to utilize a novel and innovative approach to propagate eParticipation within Western Balkan region. The main idea is to introduce a model for promoting eParticipation based on a role called “eParticipation facilitator” which has the ability to execute eParticipation actions on behalf of or jointly with policy makers.

eParticipation facilitator will be equipped with appropriate tools and services which are intended to increase accuracy and efficiency in Public Participation and improved public services by facilitating eParticipation in decision processes using different technologies like enhancing face-to-face participation means as storytelling, visual surveys, polling keypads, online meetings or online participation means like online public surveys, online discourses.


Within the project, some institutions (NGOs, SMEs or governmental bodies from different levels such as municipalities or ministries) from the region will be selected as pilot facilitators and they will be equipped with a set of eParticipation tools, services, process definitions and know-how. The efficiency of facilitator approach will be tested in the region and the model will be evaluated and validated.


The project is primarily formulated as a collaboration project to transfer existing experience, expertise and technology available in the European countries to the region. Therefore the project will mostly rely on pretested
tools and services from European best practices. eParticipation exercises will be mentored by European partners.
