Linking Local Actors

By implementing the project ‘linking local actors’ we offer the following services and products:


A) Identification of actors
Actors in local employment development (LED) will be identified via a matrix approach by using already established in-house networks as dissemination broker at the start. With the help of questionnaires, internet inquiries and selected LED stakeholders further actors will be identified.


B) Gathering and filtering of information and creation of the LED network
The LED network will be built up (the core of the LED network consists on selected LED stakeholders). A variety of activities will be offered to the LED stakeholders in order to gather information. The information will be filtered according to three criteria: the strategic approach of the LED policies in line with the EES, the high quality, and a balanced representation of information.


C) Exchange via web page, web-based communication tools and additional services
The consortium will design and implement a web page and provide web-based communication tools (e.g. Community of Practice ‘Joint policy area’) and additional services (e.g. LED stakeholder seminars) to stimulate interactive communication between the actors. An effective and efficient use of the web page will be ensured. LED stakeholders will accompany the implementation of the project and give advice in order to jointly develop the project further.


Additionally, we will guarantee a permanent monitoring/self evaluation and high project management quality.


After completing the project the following achievements will facilitate the improvement of LED:
A systematic dialogue with European and national associations of regional and local actors is established. Better involvement of the local level in the implementation of employment strategies, a strengthening of the role of the local dimension within EES, and an improved co-ordination and interaction between different policy levels will be fulfilled.
The linkage between local actors creates encouragement of LED actors and supports initiatives in line with the EES. Increased participation and better co-operation of actors, mutual learning and the exchange of good practices, an encouragement of actors to develop policy strategies building on the Employment Guidelines of the European Commission, and a reinforcement of the initiatives and creation of new projects in line with the EES will be attained.


We, therefore, welcome the acceptance of the offer for our consortium, so that we – with all of our knowledge and comprehensive experience – contribute to a systematised dialogue between the European Commission and LED actors, and between the LED actors at different policy levels.
