Evaluation of Basic Research and Higher Education Programme in Russia

Together with an international expert committee, ZSI has received an appointment to evaluate the BRHE-Program (Basic Research and Higher Education Program), implemented by CRDF (U.S. Civilian Research and Development Foundation) in the Russian Federation.

Focus was on the following dimensions:

  • Analysis of the goals proposed and what BRHE has accomplished.
  • Verification that reported accomplishments of the RECs (Research and Education Centres) are accurate.
  • Measure progress towards REC independence, including cost-sharing, partnering, and sustainability measures
  • Relationship of BRHE and grantee universities to the Russian Academy of Sciences.
  • Adoption of the “BRHE model” in other universities.
  • Effect of BRHE on young scientists’ career choices.
  • Evidence of any development of a community of RECs in Russia.

CRDF is a nonprofit charitable organization created by the US Government in 1995 to promote scientific and technical collaboration between the USA and the countries of the former Soviet Union. BRHE is a central element of CRDF’s work.

ZSI thus had the opportunity to evaluate the American pendant to the European programme INTAS, which has been evaluated by ZSI together with international experts 3 years earlier.
