A working paper by ZSI researcher Maximilian Benner addresses this question. The paper includes empirical case studies on Lower Austria, South Tyrol, Slovenia and Croatia and looks at these regions’ or countries’ smart specialisation strategies and the participatory dialogue processes (called “entrepreneurial discovery process”) that led up to the drafting of the strategies.
