Data Exploitation and Best Utilisation Trial – "DEBUT"

Across Europe public sector organisations are experiencing similar problems with regard to realising the potential value of the data held within their administrative systems. The added value takes many forms, whether it is in the management of the data within organisations to produce information to inform service planning and policy development, or in the achievement of efficiencies and effective joint action through data sharing amongst different agencies or in the commercialisation of data to secure income.

At the same time there is growing experience and the development of solutions, in a wide range of public sector domains, which are not systematically documented for dissemination purposes. This project aims to build a shared knowledge of experience and practice through a work programme which acknowledges and addresses the issues of organisational culture, and demonstrates where added value initiatives in information management can bring significant benefits to all involved parties. The project draws on best practice across Europe, document developments in an action research methodology and establish an on-line resource to disseminate experience and business documentation.
