Research Infrastructure for research and innovation policy studies

Building a distributed infrastructure on data relevant for R&I dynamics and policies

The overall objective of the project was to build a distributed infrastructure on data relevant for research and innovation dynamics and policies.

It did so through three complementary channels:

(a) Opening (and developing when needed) datasets on lasting issues that are not covered by the statistical data gathered under the auspices of OECD through the Frascati and Oslo manuals;

(b) Developing open platforms that helped in building and treating ad-hoc datasets on research and innovation issues;

(c) Developing freely accessible harmonised references that facilitated interconnections and integrations between heterogeneous existing datasets.

The datasets covered five critical dimensions: ERA dynamics (3 datasets), firm innovation dynamics (3 datasets), public sector research (3 datasets), research careers (3 datasets) and a repository on research and innovation policy evaluations.

The two platforms were complementary: one was focused on the construction from web sources of new datasets (SMS platform) while CORTEXT Manager was an online platform to clean, structure and treat large textual datasets

Going to the items datasets and platforms, interested researchers found adequate information on each dataset, its characteristics and examples of recent use. Going to Vocabularies enables to see the developments that RISIS planed for fostering harmonisation and integration.

This infrastructure was freely accessible to European researchers, once they had registered and signed the charter of good practice (accreditation process). In some instances, researchers were asked to prepare themselves by following training courses that introduced them to datasets and methodological aspects (see training). In most cases researchers had to present a project that was reviewed both by the relevant dataset producers and by the RISIS project review board (selection process). Cost for travel and on site stay (when needed) were covered by the RISIS project.

The consortium that develops the project was made up of 13 members, 7 universities and 6 research institutes from 10 European countries, coordinated by Université Paris-Est Marne-la-Vallée (see Members).

ZSI as associated partner and represented by Ines Marinkovic as scientific manager was suporting the consortium members by contributing to the registration of Public-Sector Organizations for Bulgaria, Croatia, Hungary, Macedonia, Romania, Slovenia and Slovakia.
