AU-EU High Level Policy Dialogue on Science Technology and Innovation - Phase II

This contract is part of the 'Service Facility in support of the Global Approach in research and Innovation’ (GSF) Framework Contract

The core object of this offer is the continuation of the support to the operation of the African Union-European Union High Level Policy Dialogue (AU-EU HLPD) on Science, Technology and Innovation (STI). A focal point is on the implementation of three R&I Partnerships, namely on food and nutrition security and sustainable agriculture (FNSSA), climate change and sustainable energy (CCSE), Innovation, and the ad-hoc Working group on the Innovation Agenda.

For background, the AU-EU HLPD on Science, Technology and Innovation (STI) is the forum where regular exchanges on research and innovation (R&I) policy take place and long-term priorities to strengthen the cooperation are decided. The HLPD was adopted at the 3rd AU-EU Summit in Tripoli in 2010 as an important element of the Joint Africa-EU Strategy (JAES). Through this platform, R&I policy-makers from both continents have been designing and implementing jointly long-term priorities of mutual interest. The HLPD is steered by a bureau which is composed of representatives of the European Commission’s Directorate General for Research and Innovation (DG RTD) and the African Union Commission Department for Education, Science, Technology and Innovation (ESTI), and a few member states of the AU and EU. In this context, jointly owned and jointly governed AU-EU R&I partnerships were adopted by the successive HLPD Senior Officials’ Meetings (SOM), respectively on food and nutrition security and sustainable agriculture (FNSSA), climate change and sustainable energy (CCSE), and on innovation, notably with the establishment of the ad-hoc working group on the AU-EU innovation agenda.

ZSI provides secretarial and analytical support to the CCSE Working group through facilitation, organization, and reporting for 2 physical and 8 virtual meetings as well as conducting Monitoring, Evaluation, and Learning (MLE) on CCSE partnership.
