Measuring what matters: The comparability issue in indexes

Second EU-SPI Peer Learning Event: The comparability issue in indexes

Bereich: Forschungspolitik & Entwicklung

Datum: 11. Oktober 2019

The workshop will include interactive sessions where the regional representatives will present and discuss their experience on how the EU SPI index helps them identify peers and make comparisons on social progress aspects.

The discussion will address ways to choose peers which could be used for comparisons - including not only the form of comparison, which is used in the EU SPI and also including forms of comparisons which are used in other indexes.

ZSI supports a workshop back-to-back with the European Week of Regions and Cities (EWRC) in Brussels, Belgium.

Through the discussion, we expect the following questions to be answered by the regional representatives:

  • With whom do they compare?
  • What was the process for the selection of peers?
  • How - in terms of methodology - do they compare their performance?
  • How does the possible exchange/ learning process with the region/ country which is used for the comparisons, look like?
  • What are the limits of the EU SPI and other indexes in terms of usability?

Furthermore, a discussion on the most important issues raised during the elaboration of the regional case studies will take place.
