Scientific monitoring of the CIR-CE programme (Co-operation in Innovation and Research with Central and Eastern Europe)

Monitoring of an Austrian cooperation programme

CIR-CE logo CIR-CE (Co-operation in Innovation and Research with Central and Eastern Europe) was an Austrian RTD-programme designed to support innovation-based co-operation between Austrian industry and partners from Central and Eastern Europe. ZSI has been commissioned to monitor the programme by exploiting analytical network methodologies. Projects from both the first and the second CIR-CE call for proposals were scrutinised. Data was gathered via online survey at four points in time (per call for proposals). Of particular interest was the analysis of additionality effects related to the internationalisation of Austrian enterprises, the development of science-industry relations, the network's development and fabric, the project's communication structure, and the project's dynamic and sustainability.
