BILAT-RUS

Enhancing the bilateral S&T partnership with the Russian Federation

Supporting Cooperation with Russia

The BILAT-RUS project started in 2008 with the aim of promoting bilateral cooperation between the Russian Federation and the EU member states, candidate countries and other associated states in the fields of science and technology.

BILAT-RUS should thus contribute to the sustainable realization of the EU-Russia Joint Research, Education and Culture Area and further Russia's participation in European Community programs, in particular the 7th Framework Program for Research and Technological Development (FP7) strengthen.

BILAT-RUS aimed in particular at:

  • Collection and provision of information on bilateral cooperation programs in science and technology,
  • Analysis and optimization of framework conditions and instruments for enhanced future cooperation between the EU and Russia on all scientific cooperation topics,
  • Inventory and analysis of all relevant national and international mobility programs between Russia and the European Union
  • Identification of short and medium term needs of existing and planned bilateral working groups in specific thematic areas of the EU / Russia RTDI cooperation (for example, for the following working groups: food / agriculture / biotechnology, health, nanotechnology, energy and mobility).

Special activities in BILAT-RUS were:

  • Start a dialogue and cooperation with the main actors in Russia and the EU responsible for the framework conditions for the STC (at that time in Russia: Ministry of Education and Science, Federal Agency for Science and Innovation, National Contact Points (NCPs) for FP7; EU: ministries and national contact points of the Member States, Commission services, the EU-Russia Platform for Political Dialogue established by the EECA Inco-Net),
  • Strengthen and complement previous, current and future coordination and promotion activities in order to enhance cooperation between the EU and the Russian Federation,
  • Make the most of synergies with activities that were in progress at that time (eg projects like Inco-Net EECA, SCOPE-EAST etc.),
  • Ensuring coherence and consistency in all priority areas of cooperation, in particular the support to the thematic bilateral working groups between the EU and Russia;
  • Creating added value by optimizing the framework for scientific cooperation between the EU and Russia.

The activities of the project were continued in the follow-up project BILAT RUS-ADVANCED and linked to several other projects addressing Russia.
