Cooperation with Russia has a long standing tradition for ZSI. We are working mainly on analysis of the EU-Russia research and innovation cooperation, and on the Russian innovation system. We have provided analysis and policy advice, and conducted evaluations. ZSI is cooperating in particular with research partners such as the National Research University – Higher School of Economics in Moscow (HSE). We have developed close cooperation also with other research partners, with research and innovation funding organisations, and with policy makers in Russia. We use a wide variety of social sciences methods in this work, including surveys, focus groups, foresight methodologies (e.g. roadmapping), impact assessment, and others.
The flagship projects in our Russia cooperation have been the ERA.Net RUS Plus (2013-2022) and ERA.Net RUS (2009-2014) projects, which were supported under the EU’s FP7 programme. In these projects ZSI took over tasks in analysis of multilateral and bilateral research and innovation (R&I) cooperation. Moreover, ZSI was task leader of a foresight exercise on how EU-Russia R&I cooperation could be improved from an organisational point of view (e.g. through support programmes), and on thematic areas relevant for cooperation. The latter provided a direct input for programming several calls for S&T projects under ERA.Net RUS Plus. Results of the foresight study were published in various articles, including a vision document on R&I cooperation. In the ERA.Net RUS Plus we were dealing with impact assessment of the calls for S&T and innovation projects launched in the framework of this cooperation among R&I funding organisations.
Other Russia related projects, where ZSI was involved concern the BILAT-RUS and BILAT-RUS Advanced projects. We provided here support for policy dialogue, as well as analytical background. Studies on the Russian research and innovation system were conducted in the frame of ERAWATCH, where country fiches and analytical reports were prepared. Policy advice on e-government and evaluations of funding programmes complemented our portfolio.
ZSI staff includes Russian speakers, which facilitates communication and efficient cooperation with our Russian partners.
